The Early Childhood Educational Reform creates a new institutional framework for this level, separating the roles delegated by law to JUNJI, who must have two new major tasks: expand the coverage for babies and toddlers ages 0-4 years old, and guarantee quality of educational services entrusted. In this new institutionalism is created a Secretariat and Administration of Early Childhood Educational offices, that assumes the roles of political design and oversight respectively. All this in the context of "Strengthening Public Education".
